I dont understand. If a bank invests in a bond, isn't it understood that the present value is different then future maturity value? So if you stress test the bank the day after they purchase the bonds, how could they pass? Or if future value doesn't equal present value but is based on present interest rates then is it stable at all? Yet, the bank was told the bonds were the safest investment by whom?

Sounds like ya'll need to go back to the drawing board, and add an amendment to Dodd-Frank title 12 chapter 2 sub chapter a) part 252 to subpart a) section 252.3 that the Federal government and regulators do a stress test on banks for both their credit and interest rate risk, and maybe add how often they should do the stress tests.
