If i have to give Jiglypuff's neutral attack some credit, it has pretty low endlag making it not easy to punish, aaaaaaaaand that's it, only 6% damage, absolutley no range and it's slower than the standard jab (most jabs come out in 2-4 frames, this one takes 5 frames)

Being able to come out quicker than any other move is just such a privilege. That being said your picks for Top 3 are accurate.

I think laying out a criteria on how you’re ranking them would be useful (prioritizing frame data? Damage? Combo potential? Range?)
It's mainly based on damage and range, but I also considered combo potential and the overall quickness of the move.
