Water will come, just do not do anything drastic.
Growing population = greater demand. Aquifers over abstracted by the utility companies + lack of rain to recharge + more house building +greater demand + water utility companies selling off resoviours and the new desalination plant in east London, mothballed.

There are 2 examples that I remember in Aussie and Ethiopia.
Aussie farmer who has creek run through his ranch with little aquifer but always dry up during summer. So this farmer create SMALL DAM every elevation along down the creek on his ranch. By HOLDING UP some water on each dams , the WATER has chance to REPLENISH the aquifer so the farmer has all year around water.
In Ethiopia, almost the same technique but they use terrace system on the side of hill to slow down the water.
Nxt, in New MEXICO(USA), this lady farmer does the thing like Aussie Farmer.
Last ,Israel has been using DESALINATION WATER for its people. There was an idea to REPLENISH dead sea water with CLEAN TREATED WASTE WATER of DESALINATION WATER
NORMALLY, RAIN WATER THAT NATURALLY REPLENISH OUR AQUIFER. IF THE RAIN in NO SHOW, we have to improvise.
