I just had this same problem with my daughter's tricycle. The black metal plate has teeth on the inside. The silver plates riveted together have two pawls opposite each other seated in the spaces where the rivets aren't located. Essentially, whatever dry lube they ship this with stops working sufficiently and the pawls seize up in the hub. I squirted some oil down in there and smacked it with a hammer to release the pawls. That fixed it and I was able to get it reassembled. It seems to test okay but I don't know how long it'll last before it needs to be disassembled again.
Thanks, Eric. I disassembled the wheel components, and couldn't figured it out. Luckily I found your comment. Liberal blasts of WD40 and some smacks of the hammer got everything back in working order.

Okay so back to geometry! 🤣 awesome. I think the one that created this, has at least a preoccupation with geometry and was like “Why make it easy if I can make it complicated?” 🧐🤣
