In my very professional opinion, no other opinions allowed!!!
Tier list starts at rather lackluster ones, then the lower it goes the worse they get.

Just so you know, Sheik did still have the chain in Brawl, so it wasn't removed in every other game
Yes I know, it for some reason could tether recovery too for some reason lol.
bowser's flame breath is ass, but atleast you see it used sometimes by bowser players, I've never seen a ness pull down b in a serious match
in doubles ness's down b can absorb HP so it does have that
Kirby stone has to be worse. It is slow in start-up and end lag, has no landing hitbox, and DOESN'T kill! At least hammer on the ground is decently strong, and both versions are quick. Brawl hammer was peak though.
A note about sheik's side b is that Simon and richer in ultimate have basically the same move but it doesnt take up a move slot. If you hold jab you get to swing around the ball on their whip similar to sheik's melee side b
DK's down special move is called "Hand Slap".
Roy's up special move is called "Blazer".
Zelda's side B could work if they fixed three things
-Remove freefall
-increase speed
-Reduce endlag
The interesting property of this move is that it sends people toward Zelda at mid to high %. If Zelda could act instantly as the move is cast it would pressure at a distance and lead into LK. Or make it KO at full distance and spend people toward her at mid distance. It could even have a niche of exploding the moment she goes into Sheik.
Actually, Roy's reverse up b can kill at zero 3 characters, Puff, Game & watch, and Pichu, and it can also be done on 3 stages, Yoshi's story, fd, and Pokemon stadium
On FD and Stadium it does not kill if they DI properly
doest make it good though, still hard to hit, the characters can play against it, only one of those characters are good, and they can just pick any other stage

What makes PSI Magnet even worse on Ness is that if a fox catches you in it they're able to stun lock you forever into recovery with lasers. Which can cause a fox to get a one stock lead and then get Ness stuck into a timeout, but it's pretty rare cause there's literally next to no use for that move while flash and fire have some niche tech.

Kirby actually still had an aerial Side B variant in Brawl, except it was actually good. It was like the ground variant, but it was 2 swings, came out faster, was still really strong, low end lag, and stalled your fall slightly. I really don't know why they got rid of that after Brawl.
That's more or less how it works in Project M+, minus the stall part. But the first hit is a strong hit, and the second hit is a low angle. Both are safe on shield if sweetspotted.
They brought it back in ultimate but its not nearly as good as brawl. It has the same attributes as in brawl but less

But honest content, flame breath can be used as an edge guarding tool so it’s obviously the best move in the game

Bowser has a tech called flame cancelling (1.00 melee only) if you land while using fire breath, you reduce the lag to whenever you land similar to samus's missle cancelling. Bowser mains can use this as a surprise aerial approach option.
Ness's down special should have been #1. At least Bowser's move does damage. Ness's is literally useless against more characters. And even against characters with energy based projectiles it's simply not worth the recovery. Plus healing doesn't win you the game.

Maybe, but I think having Ness as your teammate is a bigger disadvantage than the ability to heal your teammate lol. I mean when is that opportunity even going to come up? The end lag makes it very punishable. If you can pull it off, I think you already won the game so it's still useless.
Yeah at least Fire Breath has niche usage on the ledge
You can use it to stall in the air a bit, is risky but useful against lasercamping, is highly rewarding against predictable Samuses and can be use to edgeguard other Nesses
Do this but for top tiers only. I need someone to tell me how bad falcons specials are compared to good characters.
Edge guarding with Sheik's whip has to have more potential than just bopping scrubs on Slippi

Imma have to disagree with you on Roy's up B. It's actually somewhat tricky to edgeguard against because its a multihit and if you angle it, it can go surprisingly far horizontally (it also can't be marth killer'd) I'd argue Falcon or Sheik Up B are worse recovery moves. It has niche uses on stage because it sends opponents at a fixed angle and breaks yoshi armor. Roy is really bad but his special moves are all pretty decent. Marth still has a better recovery because he's floatier.

I might be a bit biased as a main of the character, but I think gnw's down B is THE number one worst special move in the game without question. And it's not even really because of the broken hitboxes.
It has so, so, so much end lag after a succ that any character will be able to get a free punish on you. It can't be used against lasers, or thunder jolt, or fireballs, or pills, or even a charge shot at any range longer than full stage, because you're frozen in place for almost a full second like you just got walked in on jacking off. If you use it, you will die. In a game that moves at a blinding pace and where you can get upthrow upaired by fox and annihilated at 45%, you CANNOT afford to just sit still with a bucket in your hand thinking about what you're gonna eat for lunch. It requires three projectiles to fully charge, and if you've even sucked up that many projectiles in the first place, you've probably gotten slapped around like a little bitch that entire time.
Bowser's neutral b has a hitbox and you can gimp people with it. Ness's down B is the same exact thing as gnw's except it actually has a noticeable effect, because it will just heal you right away instead of needing the commitment of three entire hard reads and a fourth to hit the oil. Sopo's upb is more of a balancing decision than an actual 'move', but it's legit used more often and to greater effect than gnw's god damn chamber pot. It does nothing, ever.
But Honest Content! Have you considered how good four Falco shines can be on a heavyweight?

Little fun fact about Sopo Up-B it actually has become very slightly relevant since this video was made. It was discovered that by doing frame perfect ledge drop into Sopo Up-B you can plank while fully invincible. Of course if you get ledge hogged you just die, and you'll almost never got the full frames on the stall. But even without the full i-frames it's ever so slightly better than using double jump to refresh ledge (which is what Sopo did before). But it's controller dependent since PODE can fuck with it slightly and cause missinputs which will, of course. Kill you.
ICs up b as sopo isn't that bad. It can be really useful in sweetspotting the ledge and def has some utility. Maybe belongs on the list but 3 is a little harsh

Bowser's neutral B is bad but not the worst special move. It's a better edguarding tool than shieks side B and is more consistent any special ness has.

On the real, I hard disagree with Bowser being anywhere near the worst. It at least has niche applications, moves like game and watch down b and dins fire are literally not good for anything
