It is very clearly in Eb pentatonic minor. Therefore, it has a form, follows conventions of repeats, and utilizes a common pentatonic collection for the purpose of teaching basic-intermediate piano. It is music, and it is decently composed- especially for its purpose.

I do not believe you’re speaking of form. Potentially contour? But, if your basis is that this is not an emotional or compelling journey- you may be right. However, that is certainly not the point of this piece. I find it incredibly hard to say anything about this is messy or nebulous- it’s very stringent to its formal concept.
