  • Prime Minister Lee Hsien Loong said in parliament on Wednesday (Aug 2) that questions relating to the timing and disclosure of Mr Iswaran's arrest by CPIB are "reading a lot into very little". "First of all, nobody knew that Mr Iswaran might or might not have been doing something wrong. CPIB found out. Nobody tipped them off. Nobody blew a whistle. Nobody raised a public scandal. No (parliamentary question) in parliament, not even from the Workers' Party," he said.
    Mr Lee also explained why he decided to keep Mr Iswaran on reduced monthly pay despite him being on leave of absence, saying he took reference from the Civil Service. "So what is a fair thing to do? At the Civil Service, their practice is in such situations, you are interdicted, you're put on half pay subject to a ceiling and a floor, but you are there until the matter is disposed of."

    The right approach should be to withhold all salary until investigation is over and he's innocent. If IS is convicted for corruption, then it is a slap in the face for poor Singaporean taxpayers. If not, IS can be reimbursed his full salary and has nothing to lose.

      1) $8500 is too high, because he still gets MP allowance of about $16k.
      2) Given his high salary for years as minister, his savings should be considerable, $8500 is more of a symbolic figure, rather than a matter of livelihood.
      3) Since it is a symbolic figure, I suggest he be paid $1400, which is the minimum LQS aka "unofficial-guiding-minimum-wage" under the progressive wage model.

      1) If you think it's not fair, basically you are saying govt is not fair to all the low wage worker's families by allowing them to earn $1400.
      2) Iswaran has more savings than any of the regular workers, his finances is the last thing we should be worried about.
      3) At his age his children are grown up and are of working age, they can make their own money.

    Investigated by CPIB for corruption, still getting paid... after pay cut, it's still a lot more than many Sporeans' salaries. The PA's issue is even more completely unbelievable too!

    haha he was already arrested so CPIB have some evidence to prove wrongdoing for an arrest warrant. Therefore he shouldnt be receiving any pay during the suspension and investigation. If he is really innocent after the investigation, you can always backpay him later on.

    I remember late LKY once said (not exact line & words), as a civil servant, especially politicians/ministers, you are assumed guilty until proven innocent, that is how to ensure the government, with best effort, it is clean & not corrupted.
    Ok .... now the PM says something different ..... best thing is - Iswaran has been relieved from ministerial post, he is also NOT a MP anymore, meaning he is basically a commoner with NO JOB & DUTY, yet PM give him salary ...... $8.5K may not be a lot for them, perhaps peanuts in their context, but that amount is easily higher than 80% of Singaporeans ..... how generous .... and no one can over turn that decision, see where is the flaws & loop holes in the system?
    How about cut his salary totally & back pay him in full when proven innocent? That is how consistence should be maintained.

      @@G2H_HellBringer I don't think he still hold or have that Minister's appointment anymore, however, he might still hold the appointment of being a MP (for now), which then make cutting half his "salary" to $8.5K sounds logically, coz MP allowance is about 17K if I'm not wrong.

    The Civil Service practice of reducing the pay instead of withholding pay while on a corruption investigation and not working is ridiculous.
    What if he is found guilty? Does he get to keep the $8,500 salary or is he required to pay back what has been paid to him? Why doesn't the PM explain this scenario?
    He should be on unpaid leave. This is where I cannot agree with the PM's rational explanation. He is so wrong!!!!!!

      So whatever happens to he is innocent until proven guilty? Anyway he is still being suspected and not convicted yet(learn to hear the news) plus he's got family to feed, bills to pay and so on, if the PM did not think any of these would it be fair for you if you are Mr iswaran?

      Totally agreed! If he find guilty, will he vomit out his monthly $8500 and contribute back to the nation? Alot of people don’t even earn $8500 per month

    Even under corruption investigation, a Cabinet Minister continue to collect monthly salary of >$8K under Civil Service Act, a Cabinet minister does enjoy many 'Ministerial Privileges' and 'Fair' treatment in Singapore.🧐Very nice indeed!

    This raises the question: how long would the Singaporean public have been left in the dark if HPL hadn’t announced Mr Ong’s arrest on Friday morning?
    It appears that the PAP government is releasing information in a piecemeal fashion, only in response to details entering the public domain.
    Is this what DPM Wong deems as being “upfront and transparent” to the Singaporean public?
    It was only after HPL’s disclosure-necessitated by the rules of the Singapore Stock Exchange-that the public became aware of Mr Ong’s arrest and subsequently leading to queries from the media about whether Mr Iswaran was arrested.
    Even on 13 July, the PMO did not disclose information about Mr Iswaran’s arrest or bail situation to the media.

    Iswaran was Already being Investigatied by CPIB Since May, around same time frame of Bernie Ecclestone Ex F1 Owner failed to declare a trust in Singapore with a bank account containing around $650 million n a his trail Against him starts in Nov.
    Doesn't it look like Info came fm UK n CPIB Didn't do their Own Investigations?

      Two key system? It sounds so very convincing when nobody knows what goes behind the scene. This reflects again "public's perception of conflict of interest" which no PAP members seem to be able to answer but deflect but giving non answers. SM teo Chee hean gave an analogy saying if health minister go hospital, will he be given priority? If so, then PM cannot do anything without being accused of favouritism. Let's get real, who can deny, in popular culture, that our ministers all got some sort of favouritism? Granted, they might not have asked/demanded for it, but surely the subordinates of them have no balls to defy orders from their higher ups to show favouritism.
      I am a blue collar worker. I carry tools like test pen and screwdrivers with me as part of my work. More than a decade ago I was denied entry to a conference at meridian hotel (now known as Concorde) simply because our PM is inside and I and holding my tools. Now, THAT is after my pre submitted name was cleared, and I had already entered the ballroom prior to the PM's presence simply because I left to the toilet. Ok, to be fair, it's the PM. Nothing can be left to chance, but his guards are so stressed that I can see how undecided they were in letting me in. Test pen! Screwdriver! Not firearms! I was forced to wait outside the ballroom for more than 20 mins. The conference is starting SOON. I NEED to be inside. So, the question is this, will any lesser MPs get the same amount of attention as the PM? No favouritism? Let's not kid ourselves. Now, look back at the Ridout matter. PUBLIC PERCEPTION OF CONFLICT OF INTEREST. This seems to be something out ruling government is very willing to overlook.

    If cpib found that what our highly paid ministers are above the law for what they did should be dealt with severely as they don't show goid example as a country leader. Any investment civil servants should be involved. Ministers job are to take care of their citizens basic livelihood first n should not think if other income from their position in the public sector to get themselves rich.

There is no end to this of coz you can suggest a group of guys who are able to overturn the PM decision then someone will argue that then the group of guys can also be corrupted and hold absolute power to overturn every decision.

    Minister Teh..... at that time , the Business Times was a Section in the Straits Times....about 6 months after Teh committed suicide, that Business Times reported that his Son was in China with US$600 MILLION to buy a Hotel...... WOW !!! US$600 MILLION !!!.... That article can now no longer be found ??? Does anyone else remember reading that article ???

    The PM ought to have considered the optics of still paying S Iswaran. Considering that it may be unfair to the suspended Minister that he not be paid and later it turns out he's innocent, there's a solution. It's called reimbursement. If he's found innocent in the end, he could get reimbursed in full. But to continue to pay him $8500 per month for doing nothing, at a rate higher than most Singaporeans' salaries, is unwise and the optics do not help the PAP at all.

    If a cabinet minister or MP is under CPIB probe, he already has alot to answer for. Pay should be frozen meanwhile - public money.
    Accountability is non-negotiable through the rungs of clean, honest government.
    Don't get oneself to the point you have to be probed in the first place. It bodes awfully for integrity while in public office and stains both personal and political repute.
    Especially at the elevated levels of public office, there is little room for compromise in wrong-doing as public scrutiny will be present and intense in this situation.
    Do not be impartial to anyone, regardless. That's how we keep things clean.

    The common thread that I see with Ridout, hot-mic and Iswaran pay is also about the public perception of the party members' sense of privilege and entitlement. This perception is something that, I think, the PM missed. Already many people feel that the party is increasingly less in touch with the average Singsporean.
    Just because the PM could allow Iswaran to draw $8500 per month, does not mean he should. That amount is more than what the average Singaporean make. Of course, Iswaran deserve to be treated innocent until proven guilty. He is not an average civil servant. I think the threshold of expectation is higher. After all, these ministers get much more pay based on the notion that it would deter corruption.

    Well thought out decision. Good information about how CPIB had functioned independently. Like u have emphasized, we need good people in this role and also at the govt. level. Perphas the govt. should explore how to build a more independent CPIB.

    Pap's Iswaran shouldn't even have a pay cut to $8500, a lousy and bad minister like iswaran, he should have just been expelled or kicked out of pap with NO pay immediately.

    Since S. Iswaran has being suspended from his work regardless of his ministerial post or member of parliament position, he SHOULD NOT BE GIVEN any single penny of his regular monthly salary or perks!The state SHOULD NOT EVEN PAY him 85cents! The $8,500 pay given to him comes from every single dollar and cent which are contributed taxpayers’ hard earned and sweat money! This $8,500 pay is tantamount to at least 5 junior workers’ monthly salaries, PLEASE DON’T FORGET THIS POINT!😮😮😮

    Well said by the Prime Minister. Minister Iswaran has not been charged. Is presumed innocent. We need to stop being persecutors like those in the crowd that chanted "crucify him, crucify him..." We have the Rule of Law. Let us folllow the Law.

    I completely disagree that we have to have a PM's permission for the CPIB to operate. I think the most trustworthy and most effective arrangement is the CPIB being completely independent. Like it or not, any scandal regarding politicians, especially those part of the ruling party, will sully the party's name as a whole, and there could be good reason for one to deny CPIB's investigation to protect the perceived integrity of the party.

    Had the CPIB conducted an investigation into the massive discounts given on the sale of luxury properties at Nassim Jade and Scotts 28, involving the Prime Minister, his father, and other family members?
    Only after the Lees got found out, their crafty plan of restitution was a simple act of kindness, donating their discounts to charity. 😊
    So, the very initial acceptance of the offer, in most cases, would contravene the guidelines for ministers, especially those with very "high" moral standards like the Lees. 😊
    Anyways, the audacious and irresistible discount offered to the Lees by HPL was through Ong Beng Seng, and one to get into the Lees's good books for favour. 🎉
    Legally speaking, it is clearly evident that such an act to receive favour in the form of a massive discount before the soft launch of the development/s would construe misconduct and an equivalent to graft.
    Clear double standard or is the law meant to be flexible for those in government office, where the rule book is applied differently accordingly to social groups? 😅

    Feels kind of sick to be in a political culture and country where there seemed to be More EMPATHY and SYMPATHY from the ruling party for the VERY rich earning less due to their indiscretions.
    While the basic salaries of the Singaporean Working Poor are DELIBERATELY made RIDICULOUSLY LOW to the point where any mere suggestions of minimum wage are simply DISMISSED as so called “populist”!
