No. 'over' and 'off' have different meanings. To 'fall over' means that something is vertical, and then it falls and becomes horizontal, but on the same surface. 'Fall off' means that something is 'on' (a shelf, a bus, a wall) and then it falls 'off' that thing. I hope that helps!

In my opinion German separable verbs are easier to remember-in the infinitive the verb goes together with the preposition.
