Also don't have CPU bottleneck(80-90% usage), but still encountering Packet Burst when playing normally. Especially when SBMM kicks in and sends you over 3+ timezones with 2nd-4 of best possible pings.

This is a psudo fix, packet burst is network related, so thread count is just making the game overall stable, but will not address packet burst. Servers are just shit.
fyi. when you got an intel cpu with e-cores (13000 series and above) only type in the pysical cores you got. i5 13600k is 6 instead of 10, because of 4 e-cores. you have to do this on the full release and warzone aswell.

A CPU bottleneck has no relation to core and thread count lol. And adding more dedicated cores to a certain task doesn't make it faster either lol. try manually deleting the shaders in the shadercache folder. Helped me quite a bit. BattleNetLibrary > Call of Duty > _retail_ > cod23 > shadercache. Delete everything in there. When you load up the game again, itll redownload the shaders.
I love trying to manually track through screen shake and packet bursting tho 😂
