If you look at the contact pattern of the gasket when I first removed it, you can see that there is no place for the gasket to seal because the parts do not line up, this is the source of the leak, a mismatching of parts. No amount of gasket can fix that unfortunately.
Don't use a gasket, use Toyota FIPG 103 to get that housing to seal.
I prefer a gasket over RTV as it is easier to clean up when replacing a part.

Use with selicon or RTV
The parts do not match up. No amount of gasket or RTV will fix this.

Why not get some gasket fell and cut out your own gasket that would fit that while using the one that doesn't fit as a partial outline?

Would RTV or Honda bond work instead of the paper gasket?
Yes, but I don't like doing that if there is a gasket. It's much easier to clean up a gasket than it is RTV.
@ I would agree. If you watch the Aussies, they love using goop for all of their gaskets.
