I think they just ran the lights sequence and the video sequence was replaced by the video of the performance. Also all riggimg was disabled as you can see by the rings not being loweres
What's interesting is you still see the lights come on around the display up in the rafters even though it never descends. Guess it's easier to just leave them programmed in since they don't do any harm.

I think the footage itself is at 50fps, since the EBU produces at those framerates. The display itself is definitely running at 60Hz, or possibly more.
One of the members of the Icelandic group was tested positive for Covid. They were not performing live but the dress rehearsal was shown on TV. And on the big screen in the arena.
No offense, but this situation is kinda dumb. They're doing things digitally because of covid, but all those people are still clustered together. The band being live would be fine, as they're on stage and separate from everyone. Why is this video?

The event was held under special rules, called "field lab". Every audience member had to show a negative test no older than 24 hours, otherwise you could not enter. Also, when moving around you actually had to wear a mask still.

Everyone must get a negative PCR test done right at the entrances to the venue to enter. I believe that is why.
