And 200 health is still more than every class except Soldier and Heavy - if anything the health penalty isn’t high enough either.
Addendum: The Heavy has a move speed of 77, and the Civilian has a base move speed of 93. This weapon reduces that by 30%, making him slower than the Heavy.

Considering this basically turns Civilian - a melee-only class by default - into a Heavy, this honestly should at least reduce his cap rate to 1x.
He has less health and is unable to crit randomly and has no other weapons, though.

@@GintaPPE1000 Incorrect. The lack of other weapons means a total lack of utility. He can't use the Gloves of Running Urgently, for example.
