One tip: he's focused on fixing his materials deficit, and he really doesn't need to. Being negative on materials increases squalor but otherwise is totally fine. You need enough to cover industrial districts (those are hard requirements) but you should otherwise prioritize heat, housing and food.

It was a good decision though. The quarantine housing law is terrible. You simply cannot afford to waste that much housing - it ends up causing more disease because now everyone is homeless and cold!
you want to speed up council stuff? so pay attention and use it every 10 weeks. same for research and scouts. so much idle time. better when they are buisy

Charlie, not sure you noticed, but by enacting the infectious badge law, you overruled a previous law you had passed.
