in africa , politicians do not use computers . there are very few ministers who accept a computer in their office...everything is done on paper, especially financial information. senior African officials are used to saying that computers have ears and big eyes so it's for their children's video games. everyone has their pen and paper. that's why they expressly refuse to digitize the administration (e-government).... even important things in Africa are not discussed on a telephone or in the office, it is discussed at home. so they wouldn't find anything by hacking their system except maybe music and movies.
