Add the following. On my L300 4x4 van. Steering column has 3 uj's. The one next to the bevel/steering box seized up on one half of the cross. So it orbited when connected, but felt perfect when disconnected. from the steering box. Felt like a sticking power steering rack. Next, steering box had been adjusted to eliminate all backlash/gear clearance, presumably on a hot day, so when the weather was cold it was stiff, slowly becoming easier to turn as the vehicle warmed up. Needed to make 2 special tools to get that sucker apart. Felt like the bearings were partly seized. Measurements on my vehicle. Disconnect steering tie rod ends and steering at the pinion. Required 40 lbs/18kg to move rack. Same if engine running or off. Torque to turn pinion of rack is 6 inch-pounds. Just use a spring balance for each test. Should be able to move the hubs side to side with one finger. If you get markedly higher values once you reconnect the steering to the power steering pinion, ie, a large increase in the 40lb measurement, suspect the steering column or steering bevel box. DON'T blame the power steering unit until you have performed the above tests.

Not difficult? The steering rack of my 1997 Volvo S90 was leaking. The Volvo dealer replaced it with a rebuild steering rack. After replacing, the steering wheel was very hard to turn, it almost did not have any power steering at all. Steering rack was replaced again under warranty. It is a little better, but still the steering is pretty stiff. They replaced the steering pump and serpentine belt. Did not make any difference. Long storyshort, the Volvo dealer can not figure it out until now. They will contact the steering rack supplier again. Took me months and still is not solved. Very annoying for a easy problem.
Of course you have problems turning when the power steering pump fails. This is because you’re having to manually push the fluid through the tubes. But if your vehicle is old enough and Doesn’t have power steering, then it’s actually easier than if your power steering pump goes out. Some of us grew up with no power steering, a 2,4,5,6 speed manual transmission too. We also had phones connected to the wall or desktop. We hung our clothes up to dry.
