HEADS UP! The questline straight up requires you to also have either already done, or will now have to do, a bunch of other side quests. Entire other questlins need to be done to get THIS questline done. It's absolutely stupid.

Thank you for calling out where this quest chain starts! I found it on Wowhead but it doesn't say ANYTHING about talking to Chromie first, so I had no idea where to start the chain.
