I think what happened at 43:15 is the cue ball just barely grazed the 4 before hitting the 9. If you go frame by frame at the moment the cue ball makes contact, that's what it looks like, to me at least
He hit the 9 first but it (the 9 ball) just touched off the 4 right away, you can see it move before the cue ball comes back to hit it. To answer your question, if it had glanced off the 4 ball first it would have been a foul, you have to hit your object ball before any other ball.

As long as they pocket the object ball..it's crazy to kill the shot just because it touched another ball on the way. I would change it to ten balls to win a game, and let them do combination shots..it would be a LOT more interesting to watch on TV!!

Any ball that was pocketed and not called is immediately spotted. Off the break, any balls that are pocketed stay off the table until the shooters turn passes! First player to make 5 balls wins!

It is not for the commentators to call a bad hit, it is the players call with no referee presiding.
