Fighting a pack of wolves in the forest is not going to mean anything unless those wolves happen to be spectral guardians of a holy site dedicated to the deity of one of the players or something. Each and every encounter should tell a story and if you just wanna fight stuff to deplete player's resources, at least give them meaning to move the story forward.
