The evolution mechanic ensures that almost all Pokemon lines are created with both cuteness and coolness/beautiful in mind. Charmander is cute Charizard is cool. Larvitar is cute Tyranitar is cool. Ralts is cute Gallade is cool Gardevoir is beautiful. Shinx is cute Luxray is cool. Sewaddle is cute Leavanny is beautiful. These are just a few of hundreds of examples
As soon as I heard "#2: Eevee," I responded "Sprigatito." Maybe for a little variation, consider a list of cutest FULLY EVOLVED Pokemon. For such a list, I would recommend making Tinkaton your #3, Furret your #2, then giving all of the eeveelutions the combined #1 just so they don't dominate the entire list. I think nearly all the Pokémon are cute in the anime. Even the fully evolved bulky looking ones. They show off so much personality you barely get to see in the games. Also, R.I.P. Rachael Lillis. 💔
