A good use for the Heroic Past position is using it for your scientist that touched the orb. An immortal Storyteller watching over the Imperial State with a permanent level 10 bonus can be quite good.
@@qw3rty629 The point of that exact setup is that you deliberately leave a bunch of anomalies unfinished, especially if they happen to end up in other empire's territory. Storyteller destiny trait grants a +300 XP bonus to every other scientist in your empire. So if you also combine Heroic Past with Vaults of Knowledge and leave just 20 anomalies alone until you have the Storyteller trait on that immortal scientist every scientist in your empire will get 6000 XP which will get many of them to Legendary stage which when coupled with Vaults of Knowledge building will give you an additional permanent +1% per Legendary leader developed by your empire.
I'm gonna exercise my Imperial authority and say... becoming the Galactic Imperium instead of staying as a regular Empire/the custodian as a president of a federation kinda sucks.
Against AI there is a few really good uses for forming the Imperium. If your behind in score you can leverage it to absolutely catch up. It destroys all federations which drops the score of anyone in a federation. And with cleaver polices and denouncements you can basically have the whole galaxy go to war against anyone who is ahead of you in the score. Also helpful for keeping the AI on track for the crisis.
Divine Conduit DOES NOT give you base resources from psionic pops increase. If you read it carefully, what it gives you is "Resources from psionic pops from telepaths" that means it increases the bonus that telepaths give to psionic pops. Dont be confused and think its just boosting all your psionic pops innately. You MUST build a Psi Corps building and have pops work the Telepath jobs that it provides in order to benefit from Divine Conduit.
Why wouldn't you have a Psi Corps building though? Either stick it on the planet or on the Orbital Ring. It's probably one of the single best buildings you can build for a Psionic Empire. Unity, Crime Reduction, Stability, Psionic Pop Output increase... if you don't have it you're gimped. And ya, it takes Level 3 to build it, but if you're swimming in unity you can just have a mobile set of population that you switch from planet to planet. Once a planet has been upgraded, the buildings are available even if the number of pops on the planet drops below the threshold. I always go with Instrument of Desire, so the Psi Corp building also basically takes care of ALL my amenities needs as well. You've basically got like 3-4 different buildings all piled into a single one.

One small thing i have to bring up regarding Pompous Purists: Unless its been updated, it does not allow you to take Custodian or Emperor. I founr this out the hard way when i yried to do an empire based around "These Xenos dont know how to rule. Lets do it for them."

Imperial is my favorite rulership type from a philosophical standpoint, and I'm very intrigued to see all of your rankings. Thus far you've given a lot of good information on the Council bonuses.
As someone who is just diving in to stellaris, this series of videos is super useful. Especially with you breaking down the reasoning as to each one and what bonuses are worth snagging!
Some thoughts: 5:19 Happiness still matters for: Crime, Government Ethics Attraction and Diplomatic Weight from Pops. And those are not modified by Political Power. So while not a _direct_ Economic bonus, less Enforcers and more Diplo Power can mater. It scales on the same curve as Labor Intendant. So useful for a opressive Empire. 5:42 I feel like Build speed needs a longterm bonus as companion. Building and District Upkeep reduciton might actually be way more useful and thematic here. But do note the very high value for Virtual Ascension!

The Imperium is always a nice goal for more diplomatic playthroughs. My first time was as a Rogue Servitor, so it was like the Gestalt Mind was taking even those who refused to be pampered under their wing, keeping those organics safe and free from full self-determination while leaving them "independent."

I mean, it does make sense that you'd get some benefit, so long as the fleet is in a friendly system. But I just had my diplomatic weight double instantly from it.
I chose the IMPERIAL council positions based on name. Because most of them have really stupid names. The bonuses we get from skills on the person in the position are more important to me, but this has been useful.

Defence Army Damage is actually really nice, since you also have upgraded defencive armies. Baseline they are stronger than Gene warrior armies (although empire size nerfs them a bit). You double their damage and it gets very expensive to capture the planets.
One of my favourite runs thanks to Lathland is parliamentary system and maxing out unity through pops. Maybe the protector of liberty position could be used to maximise the egalitarian faction's unity output. Its fun since it works best pilling on pop growth to massively increase the amount of jobs and the unity provided. In most games, I don't even have to build any unity buildings! P.S Love the vids
Protector of Liberty can be used if you conquer empires that are authoritarian to make them switch to egalitarian faster, getting unity and stability bonuses faster. Im not sure how much faster it would be though.
Man, I always run Senior Science Director in my Imperious Imperium.... I always thought it was underwhelming but didn't know where to put them in my Imperial Technocracy
Minister of Defense can be done without if one is playing very tall with defense platforms or using mutual defense pacts to stay safe, especially if you have a powerful allied neighbor or a solid federation going.
The first time I became galactic Imperium it recasted my economics for a bit… I didn’t know that Imperial position swaps your ethics. Well, needed to utilise these Imperial watcher council position to get intel on that matter before becoming imperial
I wonder if the devs have tried to balance the power of the civics with the council position provided by them. I know my imperial fox empire specifically went with a leader focused build and thus the council positions were sometimes more important than the civics themselves. 21:45
To be honest, I’m realizing that I used some seriously substandard council positions in my last empire… maybe when I remake my Imperium in my next game, I’ll try some different ones. Though First Citadel was definitely one of my faves throughout that game
8:01 I use this position when ascend as synths AND lets say i have egalitarian-xenophile-materialist ethics. The thing is that when your pops become synthetic you have 90% support for materialist party and i basicly don't want to become fanatic materialist, at this stage of game just promoting egalitarian will not help. So knowing the fact that fanatic egalitarian is, honestly, too good to avoid for that juicy +10% from specialists in order to decrease support of materialists in this situation i need to: start-complete agenda, use edict (+100% shift chance), promote-oppose factions, keep egalitarian members in council and put lvl10 (usually that cyborg general guy from dlc) egalitarian leader as protector of liberty. That's the only chance to make gain 20% and become fanatic egalitarian state in this situation. OR you can just choose another paths. Its just me, who hate cyborg-psionic paths and don't want to go bio cause it doesn't have assimilation. In other cases it's just useless and stays for rp reasons.
I agree that Integration Facilitator is F to start the game, but later on, that +30% reduction on empire size from districts is very powerful on somewhat wide builds.

I'm having trouble avoiding revolts as a Astro-Mining Machine Intelligence Empire. The Grid Amalgamation Slavery type nukes them to 0 happiness and I don't have enough drones on newly conquered planets to get stability up. Should I just resettle pops? Or would it be better to include something like Rogue Servitor to give the bios something else to do?

I disagree on the Miners one, sure its not a major bonus but for a soiritualist empire that doesnt want to go down the robotics path, or for a crisis run, its fairly useful same with being a lithoid species (cant remember if they can take this - havent played in a while and dont have the game installed at the moment so cant check). Essentially, having a species or empire that is hungrier for minerals, this is a surprisingly decent boost - especially at higher levels. Its also nice early on when there is that struggle for resources Hell, i had a game where all my starting planets had very few mineral slots, i think7/8 across a small handful of worlds and i was playing tall - i was forced to adapt to keep my economy alive which was actually fun, even had to trade using the old system for resources from my neighbours
About the Protector of Liberty council position: One circumstance I can see it has SOME use (still not much) is when you want to promote Egal against your other ethic(s). Say if you picked Mili as your other ethic for civic purpose but is not exactly on the warpath (Guardianship tech rush, or something like that), your Egal pop will be very happy and your Mili pop will be very not. Governing ethic attraction bonus can do not much here as both ethics are governing, but someone promoting solely DEMOCRACY and LIBER-TEA will do well in converting Mili pops to Egal pops. PS: Considering that this position is more about promoting values than physically "protecting", I for one would like to have the position renamed "Democracy Officer". There is no shame in having your gov structure name in your job titles, you know. Look at the Watcher of Imperium, so forthright, so honest.
You missed the Megacorp positions in this, like Permanent Employment's Month Organic assembly council position. So this video does the non-gestalt and non-mega corp council positions.
I'm a bit lost on the chairman of Mines because the tooltip says +0.05 Stability Assuming it's per level, I expected 0.25 stability t level 5, not the 0.1 you stated.
good video but how is the master necromancer in the f tier???? It makes your necromancers, a job you want anyways to produce more unity than a politician and if you take unyielding for unity from defense armies a necromancer will reach telepath levels of unity production while also making more science than a researcher, such a powerful job and councilor

I remember getting clapped in the early game by a Crusader Spirit and getting my ethics/civics changed so the Lord Commander was on council. Just a straight up buff for me in the long run, haha

Its tragic how mid it is. Its great RP, and I love doing it, especially as a megacorp. But federations are so much better

My Imperial God Emperor build is ridiculously fun. I went hard into spycraft and got the stareater achievement.
Councils was one of the best reworks in the game, right after the switch from planet tiles to districts and buildings.

I had no idea that head of research and minister of defence gave the 25% penalty to research and naval cap if not filled

To be honest, I’m realizing that I used some seriously substandard council positions in my last empire… maybe when I remake my Imperium in my next game, I’ll try some different ones.

I use this position when ascend as synths AND lets say i have egalitarian-xenophile-materialist ethics. The thing is that when your pops become synthetic you have 90% support for materialist party and i basicly don't want to become fanatic materialist, at this stage of game just promoting egalitarian will not help. So knowing the fact that fanatic egalitarian is, honestly, too good to avoid for that juicy +10% from specialists in order to decrease support of materialists in this situation i need to: start-complete agenda, use edict (+100% shift chance), promote-oppose factions, keep egalitarian members in council and put lvl10 (usually that cyborg general guy from dlc) egalitarian leader as protector of liberty. That's the only chance to make gain 20% and become fanatic egalitarian state in this situation.
OR you can just choose another paths. Its just me, who hate cyborg-psionic paths and don't want to go bio cause it doesn't have assimilation.
In other cases it's just useless and stays for rp reasons.
I agree that Integration Facilitator is F to start the game, but later on, that +30% reduction on empire size from districts is very powerful on somewhat wide builds.

imperium empire imperial. lmao i actually skipped to the b tier. i love your videos montu. sorry for skipping. normally i watch your videos all the way through but i dont have all the newest dlcs, which is why i only wanted to see the top tiers for this vid. also by the time those dlcs go on sale, the meta mightve changed drastically. i really do appreciate these videos though. its just this one that i skipped to b tier

I am rather curious of what you think of the worker cooperative civic council position, and the civic itself while we are on that topic.
I'm having trouble avoiding revolts as a Astro-Mining Machine Intelligence Empire. The Grid Amalgamation Slavery type nukes them to 0 happiness and I don't have enough drones on newly conquered planets to get stability up. Should I just resettle pops? Or would it be better to include something like Rogue Servitor to give the bios something else to do?
My friend and i def play wrong if you're supposed to have quite so many subject empires. But then we play lower difficulties for chill times.

I disagree on the Miners one, sure its not a major bonus but for a soiritualist empire that doesnt want to go down the robotics path, or for a crisis run, its fairly useful
same with being a lithoid species (cant remember if they can take this - havent played in a while and dont have the game installed at the moment so cant check). Essentially, having a species or empire that is hungrier for minerals, this is a surprisingly decent boost - especially at higher levels. Its also nice early on when there is that struggle for resources
Hell, i had a game where all my starting planets had very few mineral slots, i think7/8 across a small handful of worlds and i was playing tall - i was forced to adapt to keep my economy alive which was actually fun, even had to trade using the old system for resources from my neighbours
About the Protector of Liberty council position:
One circumstance I can see it has SOME use (still not much) is when you want to promote Egal against your other ethic(s). Say if you picked Mili as your other ethic for civic purpose but is not exactly on the warpath (Guardianship tech rush, or something like that), your Egal pop will be very happy and your Mili pop will be very not. Governing ethic attraction bonus can do not much here as both ethics are governing, but someone promoting solely DEMOCRACY and LIBER-TEA will do well in converting Mili pops to Egal pops.
PS: Considering that this position is more about promoting values than physically "protecting", I for one would like to have the position renamed "Democracy Officer". There is no shame in having your gov structure name in your job titles, you know. Look at the Watcher of Imperium, so forthright, so honest.
You missed the Megacorp positions in this, like Permanent Employment's Month Organic assembly council position. So this video does the non-gestalt and non-mega corp council positions.

Assuming it's per level, I expected 0.25 stability t level 5, not the 0.1 you stated.
Oh yeah, I just said totally the wrong numbers there, and it was not caught on the edit...
0.25* 20 so 5 stability at lvl 5 with 20 miners

good video but how is the master necromancer in the f tier???? It makes your necromancers, a job you want anyways to produce more unity than a politician and if you take unyielding for unity from defense armies a necromancer will reach telepath levels of unity production while also making more science than a researcher, such a powerful job and councilor

Militarized economy does affect pearl divers, contrary to what is said in the video, the imperium still needs the +25% alloy though.
that's... that's not what I said. I said that compared to an artisan you will still be making more consumer goods even with the -25%!

I remember getting clapped in the early game by a Crusader Spirit and getting my ethics/civics changed so the Lord Commander was on council. Just a straight up buff for me in the long run, haha
