The pedal and set-up along with different techniques will determine where the sweet spots is. Remember no one technique is better than another. That’s why the old rock band pedal breaks up? I’m grateful Harmonix/EA has upgrade their pedal since the RB2’s bundle release but only downgraded in Special Value Edition bundle (for Beatles: R.B).

Watched this on play speed 0.25. Since I can't see the beater head, looks like the sound of the first stroke is coming when the foot is going up which is very confusing. How can the beater make a hit when the foot is going up?
He explains it at @2:45, his leg/foot is coming down the entire time. Midway down he hits with his ankle/toe, then he locks his foot to get the second hit.

I need to get out of the habit of doing it backward … Basically heel first toes up then toes down kinda combining two techniques (eg. Gravity leg vs ankle joint movement ) not the best if you don’t want them to have different tones on each beat TBH… I’m using an Alesis E kit

Another very important point is that the beater is very low so that you have much more bounce.
So lower your beater as much as you can
