Actually this is not a Chinese extradiction bill, it is a bill to allow the courts of Hong Kong to grant the extradiction of criminals back to the country where they committed a crime and that country currently do not have an extradiction agreement with Hong Kong.

As a product of the U.S. public school system. I was taught in third grade (1992) that Hong Kong WAS china, not just IN China with two systems. I think China integrated HK and included much of the world in it dates to even before the 1997 agreement.
