Nah, when referring to someone who genocide'd you so hard that you built an entire government to try and fight them, only to still get utterly annihilated until they just outright gave up, you wouldn't refer to them casually as a "malcontent". It's pretty clear that storyline was drawn up afterwards and it certainly does not mesh smoothly upon closer examination.

I think the citadel is supposed to highlight that these Ricks sacrificed their individuality and uniqueness to go to a place where they’re not special at all, it takes away from how depressing it really is if there was anyone else, and most ricks seem to only trust themselves so it kinda makes sense in a way.

I imagine in a different Dimensional Realms set, there might be a (Counsel of Dians). In addition I imagine these dimensional realms set, are completely separate from the Ricks’s Realms set.
