yea, pretty much. The rest of it is like ... decent writing. Futurama did a lot of the same stuff and they both just riff and build off of sci fi tropes that have been in play for over fifty years. But Justin Roiland is f'n hilarious so that's what makes it better. Not because anybody is a "genius".
The writing is done by Dan Harmon , Dan has a history of ripping off old shows, the TV show "community" that He wrote is basically the kids TV show "Recess" and alot of Rick and Morty concepts are from Futurama. Dan is not a very good writer and it shows. Justin is the true back bone of Rick and Morty

The most dumb aspect of the citadel is that they can automate every single job and create wealth for entire population but they had to create meaningless menial jobs to... maintain the structure of society? I dunno.

It makes it weird that they only sent 3 or 4 Ricks to capture him though, seeing as C-137 can easily wipe out armies of Ricks.
It's called retcon. Origially Citadel was what Rick just said here - few hundreds of Ricks decided to team up against common enemies.
Our main Rick wasn't a multidimensional menace back there.

Honestly, I felt bad for him as well.
The other two were just mainly targeting Rick about his Morty just to try and earn a quick buck off of him.
Though the one selling the doll was actually showing it off to Morty and wasn't trying to pull him in with some cheap advertising slogan, all he said was "Hey! Check this out" while looking happy.
It was actually disappointing to see him rejected and seem sad.

To be fair, they also say "neutralize the Jerry." I think it more stems from the fact of seeing multiple alternate universes, that they naturally start categorizing them. Kinda takes away the humanity from them, just seeing each other as another Jerry or Beth.

Yup, season 3 episode 1 you briefly see a full grown Morty in the Citadel of Ricks wearing Ricks clothes
A relatively low-impact universe shows Rick and Morry dressed inversely with Rick wearing yellow and Morty in blue.
This Citadel is the Citadel of Ricks for the *central finite curve*. There's likely a ton more Citadels, infinitely more, rather. Hell, maybe there are more universes than we think where the roles are reversed but we just don't see it since this Council is for the smart Ricks and they likely don't want anything to do with the smart Mortys.

This was a nightmare I never wanted to come true, a Rick becoming a regular everyday person, from genius to THAT. I feel bad for them, they should’ve went on adventures just as Rick C-137 did. But I still love this episode cuz it shows me how Rick C-137 is not only hated by lower intellectual Ricks (Council of Ricks) but also how he is the Rickest Rick from them ALL.

Yes, the answer is yes.
Film theory's new video raises a point that, if true, tells us something new about the Ricks that make up the Citadel. After Beth and Diane's death, most Ricks fought against the government and are on the run. If Rick is, according to punk younger Rick, "one of the ricks who went back to live with abandoned Beth", then that means that there are a lot of Ricks that didn't. But, looking at the Citadel, every single Rick has a Morty. So the only plausible explanation is that the only kinds of Ricks who would join the Citadel are also the only kinds of Ricks who would rejoin their family. Ricks who value order, structure, and purpose. This show is crude but it does a really good job of demonstrating an interesting moral struggle. There are Ricks who join the Citadel and their families, and there are Ricks who presumably never looked back at either. Our Rick, C-137, walks the line and therefore suffers the most, I think.
