Okay let's clearify this. Wanda became Scarlet Witch after the events of Wanda Vision. So Wanda exist in other universes, but not as Scarlet Witch, they are either dead, for example Zombie Wanda, she is Zombie Wanda, not Zombie Scarlet Witch.
But Wanda as a Scarlet Witch only exists in one universe only.

I think that the voices Wanda heard were from the person who created the shang chi soul suckers cause the voices are similar and even the tone is similar. The person knows the power of Wanda and wants to manipulate her for helping him. He will most probably be kang because it would only make sense than the soul suckers were his doot . But there is a possibility that they were made by mephisto because mephisto is devil and devil likes souls.

I strongly thing the real reason for all this happening would be 'The Beyonder' , because he killed 'The living Tribunal' whose head (probably due to decapitation) was seen in the loki series. I think the definition of nexus being in mcu is different from marvel comics, which means Wanda is not a character who only exists in the main mcu universe. We have already seen zombie version of Wanda in What If. So unlike comics, Wanda can't be a nexus being, who is unique in multiverse.
