You never really know tbh. Meets don't happen there very often. They are actually pretty rare and usually a secret spread amongst friends. Unless the parking lot is being rented out, if that's the case, then it will be an advertised event on social media.
@jesusmanzanares8844 Yeah anything that is called a "PA" or "Parking Area" is referring to a toll road rest stop, they are all car only except a very rare few. Your best and cheapest bet is a rental. You can get a 24 hour rental GR86 for like ¥30k. Most tours start at ¥30k and only last a few hours.

@vikashraghoenath8732 JDM just refers to the market a car was built for. Everything in Japan is JDM. If you want to go to an underground meet then your best chance is to visit in January when Tokyo Auto Salon happens.

No question is a stupid question! You can definitely come by motorcycle and passengers are okay! (As long as you have a motorcycle license, I'm unsure if an IDP allows motorcycles)

The people conducting the tour would get hit first but if the police really wanted to be hard on you guys then yes but it would be very hard for them to do so. They would need to hold you in jail so you couldn't leave the country, so it's probably more work than they want to do.
