This would all be subject to a Social Contract (New Constitution) that forbids human rights abuses and discrimination, that can be written in the same manner based on the core principles we all share. Councils and Boards could operate in a similar fashion at Scale. It works in a way that obligates people to better educate themselves ( that is to use logic and evidence in their reasoning ) for a better understanding of the issues, and then take collective responsibility for the outcomes.
