For your question of why there is no pavement there, I can see 2 possibilities:
    1. Adjusting the road plan after the pipes were laid: Moving the pipes that the drain drains into is expensive, so when a road is moved a little or (this happens a lot where I live) the road is narrowed to make the pavement wider, the drain remains in the original location but a bit off the road, a bit on the road (obviously changing the drain type to something else from here) or with an indent in the pavement edge.
    2. Using natural soaking: Maybe if it rains a little, it would be better if that rain ended up in the groundwater rather than as quickly as possible diverted to a river, to help local plants and to decrease pressure on the wastewater treatment system (in most cities in my country in most older areas drains for toilets and rainwater end up in the same system) so then it would be better for the water to first have to wet some grass and sink into the dirt and if you ofen have small amounts of rain that might greatly decrease the amount of rainwater entering your waste treatment plant, greatly decreasing their cost.

I can only imagine how many times you’ve probably brought this to the city meetings about the storm sewer infrastructure. With as much flooding that goes on, you’d think your township would allocate funds or conduct a millage to build a better storm system. Either way, kudos to you my guy. Keep fighting.

In the time it took for him to do this, DOT wouldn't have even set up signs for workers present. It would take them a day to come out, 2 hours to set up signs, 4 hour lunch break, 1 hour of standing around, 2 more hours to find the drains, 1 hour to call a supervisor to explain the situation and get approval. They would then call it a day and come out around 1 pm the next day to clear the drains.

I live in Rhode Island and would love to find places to do this. I used to do this all of the time as a kid. At that time I lived in an area that developed very rapidly and had many drainage problems. I have fond memories of swimming laps in the baseball field at our local park because the entire park was under 5+ feet of water. I’m sure the local municipalities hate you for making them find solutions for these problems rather than ignoring them but you’re doing a great service to those communities.

When I was 18, Hurricane Alicia hit Houston and our street was in major flood. The eye of the hurricane went over our house, so I waded out with a garden rake to pull all the tree branches out of the same type of drain. The street was almost dry when I could see the eye wall approaching and ran back into my parent's home to ride out the 2nd half of the storm.

In the first age, during the first flooding, when the raindrops first fell, one stood. Drowned by the waters of clogged drains, his soul blistered by the poor city council planning, and tainted beyond ascension, he chose the path of perpetual torment. In his ravenous hatred he found no peace; and with boiling blood he scoured the flooded streets seeking vengeance against the dark lords who had wronged him. He wore the vest of high visibility, and those that tasted the bite of his rake named him... the Flood Slayer.
