That's a question for Sony / Microsoft/ Nintendo, not developers 🙄

Unlikely. Many of the consoles have provisions for modding basically making it impossible. Both Nintendo and Sony specifically shun it because it could allow back doors to the system. It's basically unjustified, but that is one of their defenses.
