      Technically, ordnances are considered infractions and can only carry the max penalty of a class B misdemeanor. So, they do not exist as justification to trespass someone from public property. Cops are typically extremely ignorant of the law.

City ordnances can absolutely prohibit things like panhandling and not be violating the 1st amendment.

    I think Jeff (and a lot of other auditors) need to STOP taking the "threat of arrest" as a win. **Make the cops ACTUALLY arrest you** for your speech.
    Cops don't face any consequences for "threatening" to violate your rights **if they get you to comply** because of that threat.
    I also think the auditors (and anyone else who has "standing") need to start going after the contracts that have the city/county/state paying the judgments when cops violate people's rights. Cops WON'T CHANGE behavior as long as they have ZERO consequences.

    Certify these public servants on the constitution and law like they are certified to be a police officer. In-service them and when they infringe on the constitution and law they will lose their qualified immunity and be fined personally. Why don't they know what they took an oath to? Why don't they know what public property is?
