However modern chips are designed to run at these temperstures all day long.

Most likely yes because it output 12V into 5V circuit and 5V into 12V circuit on the riser which means it burned the riser but it didn't burn the mobo si as long as the burnt pins work it will work
The first part before the notch is for power, and the other part is for data, so if you actually connect your GPU on the riser, 12V will go to your GPU. What a great thing to do.
If anyone is wondering why this short occurred it's because that first set of pins is dedicated to power delivery, the rest of the pins are for data. So he plugged the low voltage data pins into the high voltage power delivery side, causing that poor riser card to release the magic smoke.

What is the case here is that a component is made to be fed a certain potential between two pins, if it is reverse, it has an unexpected behavior which can end up in this way
I remember doing that with an actual graphics card back in the day, it was an old AGP card, and those could fit in the slot backwards. Similar story, started smoking. Somehow, it still worked fine when I flipped it back around.
