One author in this space that I would strongly recommend is Nina Kiriki Hoffman, especially her Chapel Hollow (3), LaZelle Family (2), and Magic Next Door (2) books.

I would say it's probably got some character focus, but it also has some intense worldbuilding and a few magical trials to keep the plot going

One of the reasons for the popularity of the Dresden Files books, apart from longevity, may be the TV series that was based on them.
But the TV series is so bad haha
