Dilbar isn't stuck in the dry-dock in Hamburg anymore, Blohm and Voss needed it for other work. It has been moved to the Weser in Bremen, where Lürssen is based.

"If" the ship is sanctioned how does Lurssen get away with taking care of it?
Because they are paying for a crew to simply look after the yacht. They are not getting any money back from the owner (that we know of)
Probably with permission of the government. If your car gets towed away the impound lot takes care of it. Same idea, just bigger and for a ship i suppose.
