Nope - it will sit at the highest possible refresh (so 2400) but can be overclocked with xmp to have 2666

No need update BIOS . The intel i3 9100F processor which have the "F" SKU model at the back means no build in intel HD graphics which means you cannot use this processor without a graphics card (GTX 1650)

No - get a 1650 super and a ryzen 3 3100. That will be way better than this. Also get a b450/b550 mobo since this one is pretty garbage, get a 450+w psu and idk, 8 or 16gb ram

may be you should install only 2400 Mhz ram for i5 9400f cpu
with 8th generation you can install 2400,2666 and so on but with i5 9400f only 2400 mhz ram would be show your pc display, graphics card is mandatory , because i5 9400f not have internel grapics card
