In case people don't exactly know what goes on: The INFINITE ROTATION gives no fucks whether it is in stopped or normal time, since it is a walking black hole (albeit way better than that) it can move freely in space regardless of what happens. The only thing that has been shown to stop it is if you have a power that lets you rewrite reality without restrictions: a god let's say. However since Johnny isn't a walking black hole, he himself cannot move, act or think within stopped time (otherwise he wouldn't be affected by his own rotation). This means that, although TA4 can move through stopped time, Johnny can't control it since he technically has stopped thinking, thus it just halts, expectingly. Theory: It could maybe be that, with practice Johnny PERHAPS could get intuitive enough to command TA4 to go on automatic on whatever is it that it sees, but noticing that this didn't happen later, it could also mean that Johnny being frozen = TA4 being frozen unless provoked/touched.
Tusk 4 and Star platinum are time stop resistance that means They can see or feel where their enemies/allies went. So that's why Johnny know that Diego stopped time.

I can't think of someone after part 3 who didn't figure out the time stop ability through a sacrifice or simply observing for very long like Kakyoin. Literally everyone is just like "Huh kinda like Jotaro/Diego stopped time" within a few seconds. Even a damn rat figured it out super fast.
Because jotaro was using it like a reretard. Dio used time stop donuted whoever and went back to his exact spot he was standing. Jotaro and others used it like they were just teleporting.
Also like, the Crusaders are squaring off against an immortal vampire in the dead of night who wants them all dead and has the means to do so. Its not unrealistic to assume that in the heat of battle when they're running away from DIO as fast as they can that they couldn't piece together his ability until it was almost too late, kind of like how a riddle could stump a person one day and not the next.
I was just about to ask if tusk 4 isn’t affected by time stop, how come he didn’t just blitz Dio. But then someone smart in the comments explains how tusk isn’t affected by the time stop but Johnny is in fact. Which is why tusk just stops and hums, Johnny is no longer directing him mentally.

I'm mostly immune to the horror elements in this series. But the only time I distinctly remember where an actual chill crept up my spine was when I was in the middle of reading the fight between alternate universe Diego and Johnny. It was a compounding feeling of unease. Alt Diego is completely calm and confident during his meeting with Valentine, in one piece, and is the only racer in sight while Valentine contacts him in the flashback. Valentine mentions that he had to go through many universes before actually finding a version of him that was alive. Additionally, alternate Diego mentions that he's already familiar with how to deal with Johnny due to his experiences with him in his home universe. I pieced together the information in the middle of the fight and realized that alternate Diego had likely killed his version of the part 7 cast in order to get ahead and survive. Seeing how alternate Diego is maybe the most unhinged version of Dio yet, even threatening to rape and murder a teenager; and how even Johnny with the infinite spin almost got burned or cut to death and ultimately lost, the alternate universe SBR characters must've died hopeless, torturous deaths at his hands. That idea creeped me out.

It's because the infinite rotation is still active. Diego could touch a normal bullet but had he touch TA4 infinite rotation bullet in stopped time he would be dead for sure.
