I never tried oven cleaner.. I did used some phosphorus-nitrate type prep stuff,, been 20yrs ago,, I used DP-40 epoxy primer over light surface rust.. It's still perfect.
I have the exact same contract and right now I am rebuilding a 1992 Chevy C 1500 and a very limited to what I can do or spend sometimes I have to actually leave off a few zeros when I am asked the question what did it cost ? For example if something costs $1000 it was only $100 and if something was $100 it was only $10 plus shipping that's how I get around my contract we still have to be careful write everything down so you don't accidentally slip up LOL

I used oven cleaner and a little heat to really clean a rear axle housing. The used Eastwood chassis black. It's held up nice over the last 10 years.
