I mean, DBZ does but to it's defense, it was probably intentional. Toriyama was supposedly annoyed how fans constantly talked about who was stronger, so made power levels to shut them up. DBZ also goes out of its way to show how power levels weren't realiable by having character hide their level and showing how it doesn't account for techniques.
You should start making videos of the most important tech for each character. You could have them in multiple tiers ranging from the most necessary to master early to the most situational/difficult. An example for ICs: Crucial: wave-dashing, wobbling(or some equivalent) Important: L-cancelling, fast falling, wd jab grab, short-hopping. Good: up-tilting, handoffs, shiek chain grab, roll/spot dodge desyncs, nanapult Advanced: pivot desyncs, ledge canceled up-bs, all the harder stuff I haven't heard of. Of course, get good players to make the lists, but this would be an amazing resource for learning new characters. I haven't seen this kind of resource anywhere else. These could be hour long tutorials showing every technique and how to preform that people can reference over and over again, or could just as easily be 5-10 minute videos that simply list/ showcase each technique along side a brief explanation of why they are in the category. thanks. notice me senpai!
RaFaReAcH well yes, but I actually meant personality wise. They don't buy into going meta. want a character that can run in, get hit, and not care. Appreciate a good combo or hard tech, but don't preach the gotta go fast ideal. They are just as much of a troll as ICs mains are, without our need to make the opponent squirm in frustration. When you were talking about Pikachu's up air I think you should have mentioned it does very low percent especially when stale but is otherwise a good move.
I've been maining as Pikachu since the original Smash Bros game on N64 and now have played as him for Smash 64, Melee, Brawl, and the Wii U/3DS versions and shown I can hold my own as a Pikachu player

I enjoy, (even personally to a extent) these videos because it shows the charm in Melee's core gameplay Sakurai/Iwata worked extremely hard on. Despite it being slightly unbalanced, even when they're not "best character ever" like Fox/Falco/Shiek/Marth, ANY character in Melee can be a badass if put into the right hands. Yep, even Bowser and Kirby. Sakura/Iwata could've added more base content (even the menu's show room for a possible 2 more characters, 1 more item and 1 more stage), but nope. They went for the core gameplay to make it as tight, flexible and (most importantly, no matter your skill) FUN as it is.

Pikacu's Up air technically has 3 hitboxes! The reverse tail spike is just like the reverse knee. It's the same hitbox, just reversed based on the character's positioning relative to the other player.

As for sheik, there are only a few situations where her upsmash is the strongest, those being tipper uncharged at low percent (4-5% on most characters) and a bit higher percent on heavier characters. So overall, in MOST situations, pikachu's can be considered the strongest charged and uncharged, however, it is impossible to truthfully say it always is. Here's the final breakdown: STRONGEST UNCHARGED UPSMASH: Sheik until (4-5%), then always pikachu STRONGEST CHARGED UPSMASH: Pikachu until extremely high percent, then fox TL;DR Melee is fucking complex and all three of these characters have really good upsmashes
I don't know if I'd consider Pikachu well rounded. HIs aerials have a tough time beating out other aerials because of their incredibly short range. His grab range is one of the shortest in the game despite most of his combo game being based off landing a grab or uair. His aerials often have deceptively long landing lag making them extremely risky unless guaranteed to hit. Many of his moves are quite weak despite mediocre hitboxes and long landing lag and he dies off blast zones relatively early due to being so low in weight (Roughly the same as fox). Pikachu is good if you want a character that has a strong juggle/tech chase game (Similarish to sheik) with awesome gimp potential. He has a fairly weak neutral game however and struggles in nearly every MU you'll experience on a regular basis. He loses to all the high tiers except Marth and is very boring to play against floaties and ICs. He also can struggle in all the Mario Bros MUs (Doc, Mario, Luigi) due to their setups on Pikachu and quite good aerials making it hard for Pikachu to win in neutral. It really just shows how insane Axe is at this game. Oh, and you can M2K fast fallers on FD. You have a 0 to death chain grab which is preeeeeeeeeeetty good.
I think if you do neutral into jabs or a grab, it would be a reliable follow up in front of shield. Depends on how much shield stun his neutral air does and whether or not fox and falco can shine out of shield his aerials.
