I knew the Time Gate sounded familiar and I had to try and find out... it's Richard Epcar, Raiden from Mortal Kombat! In this game's mixed bag of excellent to terrible voice acting, that was a good catch.
SO1 it's Roddick's firestorm blade and dragon roar, SO2 it's Claude's ripper blast and head splitter. I love these games but sometimes you're just a bit too tempted to stick to just two attacks the entire game :P

Seems to me Peppita isn't all that useless lol
Quite the opposite! Her attack, "Frozen Daggers" helps you land easy long-distance kills. Because of her, I can easily destroy Proclaimers, etc.

What is it that determines who you take with you from Elicoor? I had Nel in this section of the game rather than Albel
By default you keep Nel. Don't recruit Roger or Peppita and you can get Albel too.
