My pity for miners stays limited when it comes to losing land thats being returned to indigenous people. Either try making a deal with the indigenous groups that you can keep digging (for a percentage of the profit) or look for land where indigenous don't have a traditional claim.
no idea about the case here. but i imagine if people lived in an area, they might not necessarily have owned the land, but it was still "traditionally" theirs because they'd lived for hundreds maybe even thousands, of years in that area. only to be then chased away by immigrants who thought "Awesome..i can make money off of that."
