I think the toning on the newer proof sets may just be down to how the individual stored the set. If someone buys a set and sticks it in their attic for 10yrs being exposed to 10 summers being cooked daily then 10 winters being frozen every night, with damp and humidity then im not surprised the set has toned. The sets should never be locked away in boxes or cupboards for extended periods as there needs to be some fresh air exchange, if you keep it all in a treasure chest I would advise opening it once a week atleast to exchange air. I bet theres thousands of sets of the same years still in perfect condition where the owners have stored them correctly.
I have the 2009 proof kew Gardens set unfortunately it came with abit of toning when I won it that doesn't bother me much I'm never gonna try clean it 😊😢
You think the Kew Garden 50p coin is rare but not compared to the 1933 penny. I believe only 7 pressed into existence with another that was never found. I may have got these numbers wrong so you are probably better to check this out for yourself.
Yes The 2009 is pretty amazing but the others are rather nice too.

I'm not being nasty but just making a point. The proof version of the Kew Gardens is no rarer than any other proof versions of circulating coins.
