Exactly! The Gym Leaders from Galar and Paldea get so much more recognition because they’re just more interesting so I wanted to apply that to pretty much every character as much as I could.

For Giovanni, there’s no story point for him to be the first gym leader, unless it’s an alternate story in which he’s still not in Team Rocket. But following the real game story , his gym is unlocked after the Sylph Co raid , so you can have already 5 badges if you went for Koga, or 6 if you also went for Sabrina; of course there should be an event in the story that tells you he is the Viridian City gym leader so you can go to him as your 7th leader before Blaine. Also, in Pokemon yellow he tells you he was to take a break and retrain his skills as trainer to be a better gym leader (I don’t know how the police hasn’t got him yet after Sylph raid even because the Interpol was after him.. but whatever), he’s a reformed man so his rematch team should really showcase “a world of pain” For Blaine: there’s no reason for why he should be the first, Surf is learned by high stage high level Pokemon so pretty much nothing you can afford at the beginning, and also.. of all the places, why you want to go to Cinnabar island? The only reason for how he can be your first gym leader is that you’re born there on Cinnabar island and he’s your Oak and Brock .. but then you most probably have a water Pokémon and just destroy him like you do with Brock with Squirtle or Bulbasaur
I’ll give them those teams anyway. It’s not like I’m making teams just for the player to challenge, it can be like trainers before the player existed where Giovanni’s gym wasn’t locked can challenge him. Don’t overthink it man, just a concept. Just removing those teams for these guys takes some of the fun away.
