Hi Elijah! Yes, you are correct. The high voltage applied to the needle and sample solution is positive in reference to the drum collector so there is an intense electric field that exists between the needle tip and rotating collector. When the jet travels in air, the solvent evaporates and leaves behind charged composite fibers.
