I have the exact same car/year/problem.A fter alot of people telling me different things like ' its the alternator"...ect ect. Its the O-Rings that go into the power steering pump. I had the Mechanic change them with real Honda ones and boom, fixed ! . He said its a real pain to change (not like on other models) . I'm in Australia and needed to get these parts. If in doubt , tell Honda your VIN number and they will tell you the correct o-rings to get. The O-rings will be worn stiff and cracked and its sucking in air.
with Honda never use after market power steering fluid. Also you'll probably need to replace the O rings cause they probably gone bad and will need to add more fluid soon. sooner or later pump will go bad.

Replace the O rings in the power steering pump. Air gets into the system. Honda recommends only there fluid.
what if the check engine light is on. could the o rings cause that?

Should use the Prestone Asian power steering full synthetic.
Never use aftermarket power steering fluid in any Honda! even if it states you can use it in a Honda. Use only the genuine Honda power steering fluid
Just replace all the old power steering fluid for a new one... And... Magic!!! Had the same problem...
