You know what's really stupid? Having all of these criminals IN.THE.SAME.LOCATION. Why not separate them all to the far corners of the world? If I ever lived in Gotham and I noticed these criminals and the crimes they do on a regular basis, I would save my money and get the hell out.

The glass walls would have to be reinforced, there would be no lights installed, and there would be a mechanical arm mechanism to deliver her meals. As for the guidelines, any guards supervising Ivy would have to wear specially designed gas masks to combat her pheromones. Whenever Ivy would be allowed access to the REC Room, the staff would have to remove any and all plants from the area. Since she's immune to poison, it stands to reason that she's immune to tranquilizers and sedatives as well, so her supervisors would have to electrocute her into unconsciousness if she stepped out of line. Ivy would also be denied any recreational activities that include gardening. The only recreational activities that she would be allowed to partake in would be arts and crafts, fingerpainting, board games, and TV.
I forgot to mention. Arkham would only allow Ivy certain meals. She wouldn't be allowed to eat plant-based foods, such as salad, fruits, and vegetables. She would only be allowed to eat meat-based products, such as tacos (just meat and cheese), spaghetti (with no tomato lumps or onions), burgers, and ect.

A couple other villains who will be appearing in it for the first time are Ra's Al Ghul's daughter Talia, and Dr. Hugo Strange.
