India should Remove or soften the laws for explosives and their handling for professionals and research geeks. Because these rocket experiments and all things come under such laws . There are many laws which should be changed to become devloper for new technologies or experiments. And also the manufacturing and testing facilities which are open to the public should be created.

You are providing wrong information , sce-2000 is an oxidiser rich staged combustion engine which is based on rd-810. Rd-810 is oxidiser cycle and not tested engine that is the reason why the engine development is taking so much time.
