I'm thinking pull up the boards that are heavily rotted and come out easy, then cut the screws flush with a grinder. Better to do that then to leave holes. For the boards that dont come out easy use a combination of drill and sawzall to get the board out without damaging the frame. Also, are you fastening the deckboards to the existing joists or are you installing sister joist 2x4's?
Yeah I didn't quite understand the painstake they are taking to not leave screw studs in the wood. Maybe he is concerned about hitting the old screw when putting the new boards in. Wonder if a drill instead of an impact would given a better chance of not breaking screw?

"Dedicated drop zone" with laser tripod just a few feet or less away! You can tell it is the drop zone but best practice is to rope/barricade off the zone indeed👍
The impact hits to hard on initial removal. A standard drill is way more successful at removing stainless screws I also learned that the hard way as well
Not using hammer drill it’s an impact driver . Definitely different. Screws break because that is what they do. Nails loosen over time and screws snap. Total waste of time to even try to remove them first.
I'm noticing the condition of the railing/ baluster's are in solid condition vs the decking which is understandable as the rain and sun pounds the horizontal surfaces, but even still without any staining it appears.

They are made by @blaklader and I use the gel inserts.
They are comfortable and don’t scratch the decking during installation

Both broke the screws. The shank is too thin. The screws were actually T15 trim screws. Nearly impossible to remove cleanly.
