    It depends on who breaks international law. For example, If the it is broken by the USA nothing will be happened. It depends on the strength of the state. Power states are not be punished.

      Unfortunately, many laws related to the environment are considered "soft law" which means they are not enforceable. They are more like guidelines and states don't have to follow them, though they should.

    The problem is in the justice system I suppose, why everywhere it takes sooo much time and money as a consequence, to 'effectively enforce law'

    I don't see how the violations of an individual who has affectively broken known laws during a tumultuous time in his life can be held accountable by a corrupt system? Let him learn the error of his ways with dignity.

    If you are strong and superpower you can ignore intenational law. International law only apply to small country. It has been the way the world works all the time.
