Bikes can often be worse for passing cyclists than cars. They make a lot less wind and road noise than cars so quite often they're on before you even know they're there. Also, having a noisy exhaust and not leaving enough space can result in a hell of a jump scare for a cyclist.
The main reason a cyclist might "wobble" is last-minute avoidance of avoid pot holes or drain covers. Especially true for bikes with tyres that are about an inch wide!
Good point: I had a pretty experienced road rider waving me passed twice on a narrow lane near biggin hill that I don’t know. I didn’t overtake. I passed him when I was sure it was ok , both of his choices as it turned out, were bum steers. We both ended up stopping for a cuppa at a tea room on a farm. I said thanks for the wave by, but I’m in an old landrover and I know my vehicle and it doesn’t accelerate fast enough for where you indicated me to pass. We had a nice chat about old fwd motors and people who are too scared to overtake him at all and they create an angry traffic jam which is actually worse. In short always do your own driving, don’t assume any waves on are being given by a competent person!

Similar situation with Horses; only with the latter an even greater margin is needed.
