Intresting question. You can open these with a parker pen clip. In theory yes, you can use a paperclip - but the attack wouldn't be a jiggle. You would have to pick the wafer lock. (5 wafers, single sided, loose gates) Thankfully, you won't encounter these beasts in a police station, they have been out of service for decades. The closest thing to these in service today, is the TCH HSH-1. They are reserved for extreme prisoners. Hope that answers your question buddy 👍
The wafer double lock is actually pretty good. The jiggler is a tool that bullies the lock into opening. In theory you could improvise a jiggler but the lock would take a lot longer to give up.
