Chlorine is an element. You can't create it from electrolysis. It's either there or it isn't.

P.S.- You didn't even do the test right. You're supposed to wait til the blue clears to get an accurate reading. You're welcome.

That's not an affiliate link, and from my understanding (and plenty of videos I've watched) you don't need to wait for the methylene blue to entirely dissipate.
I did the drops quickly to avoid spending too much time and losing the pressurized H2 into the air.
