That's not an affiliate link, and from my understanding (and plenty of videos I've watched) you don't need to wait for the methylene blue to entirely dissipate. I did the drops quickly to avoid spending too much time and losing the pressurized H2 into the air.
Would have been better to test before and after to see if there is indeed a change

Chlorine is an element. You can't create it from electrolysis. It's either there or it isn't.
Just don't use crappy tapwater.
